To obtain a Florida learner's Permit (also called a Learner's License), new teen drivers (15-18 yrs old) must complete all three of the steps below, then take the required documents to the Florida DMV:
STEP 1:
Register for and complete the Traffic Law and Substance Abuse Education (TLSAE) Course
This online course is required by the state in order to obtain a Florida Learner's License.

Instructions: Register and pay for the TLSAE course, and choose any upgrades / addons you'd like to purchase (written knowledge exam, practice test, etc.). Upon completion of the course, you will receive a certificate that you can present to the DMV for your learner's permit.

STEP 3:
Complete the Parental Consent Form (below), then take it to the DMV
For all new teen drivers (ages 15-18), the state requires a signed parental consent form to obtain a Florida learner's license. ​

Instructions:
Complete the consent form and bring it and your TLSAE certificate of completion with you when you go to your local DMV to get your learner's permit. Your written test results will automatically be sent to the DMV for you. The clerk will notarize the parental consent form.
